More than 20 states have added new private school choice programs or expanded existing ones since the pandemic began.

School vouchers are at the heart of the school choice movement. They’re sometimes called “education savings accounts” or “empowerment scholarships,” but the concept is the same: Parents can use taxpayer money for private school tuition, homeschooling, or other educational services and materials.

Proponents of vouchers say they offer parents more options for their children. Opponents say public schools are the cornerstone of democracy and civic engagement, providing equal access to all children, and vouchers undermine that effort.
